Sefton Metropolitan Borough Council, in Merseyside, is one of the largest and most varied Metropolitan Boroughs in the UK. Like most councils, the IT department is the nerve centre of all its operations. This stores some of the most critical information on the areas businesses, community and people. So keeping the centre running as normal during an extended power failure was crucial. ‘Previously we had a variety of UPS devices serving our more critical applications,' says Paul Bustin, Live Environment Manager at Sefton Borough Council. ‘Generally all they would provide is additional power for 10-15 mins. Whenever we have experienced a power outage it has been a case of 'all hands on deck' as we try to power down servers before we ran out of time.' That's why Sefton Council turned to Computer Power Protection (CPP), which is renowned for supplying the most reliable, efficient power protection equipment on the market. CPP were asked to supply a UPS and generator to back up the critical computer room and the council air conditioning.
With years of experience in the UPS Market, CPP not only supply products but they provide impartial advice, to offer the best solution for a particular application. As they are not tied to a particular supplier, they are truly independent and find the product range that would suit the application.
For this particular job, adaptability was crucial. This site was different to others CPP had provided for, as the UPS and batteries needed to be located outside the rear of the building and when required, both the UPS and generator could be lifted on to a low loader and moved to the new site when the site became available.
In this case, the manufacturer of choice to address this specific requirement was Riello. As one of the fastest growing UPS providers in the UK , Riello offered UPS Systems which were fully accredited under ISO9001:2000, ISO14001 and OHSAS18001 and SAFEContractor certified management systems.

The UPS was a Riello Master Plus 200kVA and it was supplied to provide 11 minutes battery backup at full load. The generator supplied was a Scorpion DD480 480kVA maximum, 435kVA continuous. This unit was sized to back up the UPS, air conditioning and lighting. The generator was fitted with an on-board tank to provide a minimum of 12 hours back up in the event of a mains fail.
An acoustic and weather-proof container was designed (6000mmL x 2000mmW x 2500mmH and it weighed 3000kgs. This container had to have air conditioning fitted due to the heat output of the UPS. Two air conditioning units were fitted to the container with the ability to dispose a minimum 13kw of heat. Additionally during heavy recharge of the batteries, some hydrogen gas venting may occur therefore a separate system was installed to allow a minimum of two air changes per hour within the container.
As the UPS was outside the council offices, it was fitted with an SNMP/Web card to allow real time monitoring and alarms across the network.
The installation was completed on time, and the changeover of electrics was arranged for a Saturday and Sunday, eradicating any company downtime. At 3.00 pm on the Sunday the computer systems were started on the UPS and then several tests of the generator were carried out. Fitting the system out-of-hours saved Sefton Council a lot of time and money, and it was business as usual on Monday morning. CPP's close co-operation with Sefton Council made the project a success.
